Tools and Resources to Address Housing Barriers
About
Funding for Housing Assistance as a Supportive Service
Under 20 CFR 681.570, YouthBuild programs can use grant funds to provide housing assistance to YouthBuild participants.
Example Scenario:
Ted completed the YouthBuild Anytown program after obtaining his GED and an industry-recognized construction credential and then entered a registered apprenticeship program to start his career in carpentry. 6 months into his follow-up period, Ted tells the case manager that he recently lost his housing. Ted has already found an apartment nearby that has a monthly rent payment that fits his budget. However, even though he's making a good wage, he does not have the lump sum needed to pay the security deposit. Ted is at risk of homelessness and worries he cannot continue his apprenticeship if he has nowhere to sleep. YouthBuild Anytown used supportive service funds to pay the security deposit on Ted's apartment.
DOL also encourages YouthBuild programs to leverage low- or no-cost housing resources to address a variety of participant housing barriers and needs. We've compiled these resources from the HUD Exchange for you to explore.

One such program is The Continuum of Care (CoC) Program. Organizations with CoC funding quickly rehouse youth and homeless individuals, families, and persons fleeing domestic violence, dating violence, sexual assault, and stalking.
