Federal Funding Disclosure Statements: YouthBuild and the Stevens Amendment

The Stevens Amendment is an appropriations provision that requires a disclosure statement on all projects or programs using Federal funds to promote transparency and accountability. The provision states:

“When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or in part with Federal money, all grantees receiving Federal funds included in this act, shall clearly state:

  1. the percentage of the total costs of the program or project which will be financed with Federal money;
  2. the dollar amount of Federal funds for the project or program; and
  3. percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources.”

» “Non-governmental sources” means any funding source other than the Federal Government.

Disclosure Template

[YouthBuild Anytown] is supported by the U.S. Department of Labor. A total of $[1,500,000], or [80] percent of [YouthBuild Anytown] is financed with Federal funds, and $[375,000], or [20] percent is funded by other sources.

» The listed percentages are of total funding (in this case, $1,875,000), not just the Federal YouthBuild grant.
» If a project or program has multiple funding sources, each award does not need to be listed separately.

Additional Guidance

  • The disclosures required by the Stevens Amendment apply to all public materials describing projects or programs funded by DOL, both printed (e.g., posters, flyers, brochures) and electronic (e.g., program websites, newsletters, social media posts).
  • For some electronic communication with character limits (e.g., social media posts), a hyperlink to the statement may suffice.
  • Failure to comply could be considered a finding during a monitoring visit and may result in a corrective action plan; conditions placed on the award; or termination, suspension, or debarment of funds awarded.
  • 29 CFR 38.38 requires that these materials must also state that the program/activity is an “equal opportunity employer/program,” and that “auxiliary aids and services are available upon request to individuals with disabilities.” Where such materials include a telephone number, they must also prominently provide the number of the text telephone (TTY) or equally effective telecommunications system, such as a relay service, videophone, or captioned telephone.
