Measurable Skill Gains Type 1a: Educational Functioning Levels
About
The Workforce Innovation and Opportunity Act (WIOA) requires that YouthBuild grantees report on participant outcomes, including Measurable Skill Gains (MSG). One way to document MSG is through an educational functioning level (EFL) gain, as demonstrated by a participant’s results on approved pre- and post-tests.
The US Department of Education regularly announces tests, test forms, and delivery formats that the Secretary determines to be suitable for use in the National Reporting System for Adult Education (NRS). The current list of approved tests is available under Related Links here: National Reporting System | AEFLA.
YouthBuild grantees should note the NRS Sunset Date for these tests: after that date, the listed test may no longer meet requirements. Grantees should consider when they will administer post-tests and pay close attention to the latest NRS Sunset Dates, since they can only document EFL gains using the same pre- and post-tests.
