Common Reporting Information System (CRIS): How it Impacts YouthBuild Performance

What is CRIS?
The Common Reporting Information System (CRIS) enables certain DOL Employment and Training Administration (ETA) grant programs to access aggregate wage information through the State Wage Interchange System. CRIS is an arrangement between ETA and the Kansas Department of Commerce.
What does CRIS mean for YouthBuild?
The Workforce Innovation and Opportunity Act (WIOA) requires that YouthBuild grantees report on participant outcomes. CRIS wage information may contribute participant employment data related to the following WIOA measures:
- Education and Employment Rate – 2nd Quarter After Exit
- Education and Employment Rate – 4th Quarter After Exit
- Median Earnings – 2nd Quarter After Exit
- Effectiveness in Serving Employers
Note: CRIS does not impact the Credential Attainment or Measurable Skill Gains measures.
How do grantees access CRIS results?
CRIS results require no additional action from grantees. If grantees 1) enroll participants in the Grantee Performance Management System (GPMS) with Social Security numbers (SSNs) and 2) submit and certify Quarterly Performance Reports (QPRs) on time, CRIS results may appear in the Workforce Integrated Performance System (WIPS) approximately six weeks after the report deadline – see chart below. When reviewing a QPR, pay attention to Cohort Period for each indicator: only participants who exited within that date range appear in the results.
Grantees should continue to follow up with all participants and report all relevant outcomes in GPMS. CRIS will not impact results for participants in certain jobs (e.g., self-employment, Federal jobs including military), those enrolled without SSNs, or non-employment outcomes (e.g., education, further training, etc.). Because the CRIS wage match only occurs once per quarter, it is essential that grantees certify QPRs on time.

What does CRIS look like in WIPS?
Grantees certify QPRs in WIPS. Within the QPR, performance results appear in three categories as follows:
- Supplemental: Results in this column come from grantee submissions via GPMS.
- UI Match: Results in this column come from CRIS wage matching.
- Combined: Results in this column combine Supplemental and UI Match.
Upon completion of your grant, DOL will consider the Combined results to be your final performance results.
Here’s an example of what CRIS might look like in WIPS:
- Let’s say you have a cohort of 25 participants who exit together. You enrolled 20 of them in GPMS with SSNs.
- Two quarters later, you follow up with all 25 and confirm that 7 are in employment, education, or training =
7 / 25 = 28% (Supplemental) - You submit your QPR on time. Six weeks after the report deadline, CRIS matches 5 participants with employment records = 5 / 25 = 20% (UI Match)
- 4 of those 5 participants were ones you didn’t capture in GPMS. 7 (Supplemental) + 4 (UI Match not included in Supplemental) = 11 / 25 = 44% (Combined)
