YouthBuild's Navigating the Workforce System Toolkit
About
Understanding and accessing workforce systems is critical for YouthBuild programs to build new employer partnerships, find additional workforce funding opportunities, and create opportunities for participants to access jobs, apprenticeships, and training. This toolkit offers an overview of workforce systems and includes links to additional resources so you can learn how to better navigate and partner with the systems.
This toolkit offers resources to help YouthBuild programs understand:
- How federal, state, and local workforce systems function
- How to engage with workforce systems
- The mutual benefits that can come from healthy partnerships
- Strategies to overcome areas of challenge
- What opportunities exist beyond the required partnership with the American Job Center/Workforce Development Boards (AJC/WDBs)
This toolkit also includes a brief look at issues unique to rural programs and a practical roadmap to illustrate how to form partnerships.
According to WIOA regulations at § 681.230, DOL does not consider YouthBuild programs to be schools. Therefore, WIOA youth programs may consider any YouthBuild participant to be out of school for purposes of WIOA youth program eligibility. Youth participating in a YouthBuild program funded by the public K-12 school system who are classified by the school system as still enrolled in school are an exception; they are considered in-school youth.
