YouthBuild Blueprint: 50/40/10 Rule

The 50/40/10 Rule, which is part of the Workforce Innovation and Opportunity Act (WIOA), states that YouthBuild programs must be structured so that:
- Participants are offered education and related services and activities for at least 50% of the time during which they participate in the program and no more than 60% of the time.
- Participants are offered work and skill development activities at least 40% of the time during which they participate in the program and no more than 50% of the time.
- Participants may be offered leadership development opportunities for up to 10% of of the time during which they participate in the program. This remaining 10% can also be used for additional classroom education, construction instruction, or other allowable activities, such as community service.
Best Practices for Implementing the 50/40/10 rule
- Develop a carefully planned schedule that includes contingency plans for training to adhere to the 50/40/10 rule.
- Document what activities are offered and when, so that 50/40/10 compliance can be confirmed in monitoring.
- If your program is not meeting the 50/40/10 requirement, ask your FPO about additional credentialing and allowable activities that you can add to supplement education and training.
- Connect classroom education, training, and leadership development activities to reinforce learning.
- Remember that work and skill development activities (the 40%) must include work-based learning experiences (WEX).
- All program elements should include hands-on learning.
