DOL/ETA Core Monitoring Guide and YouthBuild Supplement

About

The Core Monitoring Guide (CMG) is the official tool for ETA staff to conduct monitoring reviews, which track performance, hold grant recipients accountable, review grant operations, and assess compliance to ensure effective stewardship of Federal funds. The CMG provides a consistent framework that allows ETA to conduct monitoring of any program. ETA monitors YouthBuild grants with the CMG and its program supplement.

ETA staff perform monitoring reviews either on site, through an enhanced desk monitoring review (EDMR), or a combination/hybrid of both. EDMRs are an alternative method for fulfilling ETA's grant risk management and oversight responsibilities when an on-site review is not feasible or cost effective.
